There indeed are agreed-upon security arrangements in JPA, but it is also true that there are other important items such as the legislative council which is supposed to monitor the implementation of the agreement, and the completion of appointing the governors, and the formation of the constitutional court, etc. When the armed struggle signatory movements leave all those items and tend to concentrate on the security arrangements, it aims at launching the first spark in a flammable situation in all parts of the country.
